Financial Transparency & Annual Budgets

Our Commitment to Transparency

The Beecher Fire Protection District is committed to transparency, accountability, and responsible stewardship of public funds. It is our intent to provide residents and taxpayers with a detailed look at the inner workings of the District, including how public funds are collected, allocated, and utilized to provide essential fire protection, emergency medical services, and other community programs.

The documents available in this section include public records required by Illinois law to be made available for public inspection. By making these documents easily accessible online, we hope to provide our community with a better understanding of the District's financial operations and our ongoing commitment to fiscal responsibility.

Understanding the District's Annual Budget

The District's annual budget is a financial plan outlining anticipated revenues and expenditures for the upcoming fiscal year. It serves as a guide for allocating resources necessary to maintain emergency services, personnel, equipment, facilities, training, and other operational needs.

It is the policy of the Beecher Fire Protection District to adopt a balanced budget while ensuring that available resources are used responsibly to meet the needs of our community.

The District operates on a fiscal year beginning May 1 and ending April 30 of the following year. However, the budget development process begins several months before the start of each fiscal year and involves careful planning, financial review, and oversight by the District's Board of Trustees.

Annual Budget Development & Approval Process

The District follows an established budget development and approval process designed to promote financial accountability and provide opportunities for public review and input.

  • January – Preliminary Budget Development: District administration begins reviewing operational needs, anticipated revenues, expenditures, capital improvements, and financial priorities for the upcoming fiscal year.

  • April – Tentative Budget Presentation: A tentative budget is presented to the Board of Trustees for initial review and discussion.

  • Public Review Period: The tentative Budget and Appropriations Ordinance is made available for public inspection prior to its adoption, allowing residents and taxpayers an opportunity to review the District's proposed financial plan.

  • July – Public Hearing: A public hearing is held in conjunction with a regularly scheduled Board of Trustees meeting, providing residents an opportunity to ask questions and offer comments regarding the proposed budget.

  • Budget Adoption: Following the public hearing, the Board of Trustees considers and votes on the annual Budget and Appropriations Ordinance.

  • Filing with Will County: Once adopted, a certified copy of the Budget and Appropriations Ordinance is filed with the Will County Clerk in accordance with applicable Illinois law.

  • Public Notice: Following adoption, the District completes applicable public notice and publication requirements, including publication in a local newspaper as required by law.

We encourage residents to review these documents to better understand how the District plans for its financial obligations, maintains emergency response capabilities, and prepares for the future needs of our growing community.
